In Spain there are two main types of establishments authorised to sell tobacco: estancos (tobacco shops, also called expendedurías) and Surcharge Points of Sale (PVR). While both sell tobacco products, there are important differences you should know.

What is an estanco?

An estanco is an establishment authorised by the Tobacco Market Commissioner for the sale of tobacco products and other items. Estancos are administrative concessions awarded through public tender and regulated by Law 13/1998.

A PVR is an establishment (bar, restaurant, hotel, petrol station, kiosk) that is authorised to sell tobacco as a complementary activity to its main business.

Key features:

  • Surcharge price: a surcharge on the official tobacco price, usually between 5% and 10%.
  • Limited variety: they usually only offer the most popular cigarette brands.
  • Extended hours: being hospitality or service businesses, they usually have longer hours than tobacco shops.
  • Night availability: the main option for buying tobacco at night or on holidays.
